This concrete structure was an early detection listening station. Apparently you could hear if any enemy aircraft were approching the Kent coast a few minutes before you could see them. However the planes became faster just as radar was invented so these structures became obsolete. There were only a few built that still survive today, here between Folkestone and Dover, another above the town of Hythe, and the best at Denge near Dungeness. See here, here, here and here.
